More than 300 sheriffs, police chirefs, district attorneys, and victims of violence are set to release a new report and survey that finds a staggering percentage of California's preschools have extensive waiting list that threaten public safety. The report highlights recent research demonstrating lack of quality preschool results in fewer high school graduations and more crime.
