At 9 a.m. in the 600 block of N. Garden St., officers with the Narcotics Unit and Special Enforcement Unit served a search warrant. During the search, officers located one ounce of heroin, scales and manufactured metal knuckles. It was also discovered that the suspect, 55-year-old Gregory Paul Chavez, was selling a controlled substance within 1000 feet of a school. The suspect was also arrested on charges of child endangerment due to the fact that the heroin was within reach of children that lived in the house. Between the hours of 6 p.m. and 12 a.m., Visalia Police officers and ABC conducted a minor decoy operation. During the six hour detail, an underage decoy was sent into 13 ABC licensed establishments and attempted to purchase alcoholic beverages. The underage decoy was able to purchase alcohol at four of the 13 locations. Jack & Charlie’s, The 5th Quarter, Rookies Sportsbar and Grill, and The PHD all sold alcoholic beverages to the underage decoy and will face an administrative review by ABC. The businesses could face a fine or a suspension of their alcohol license. The Visalia Police Department urges all licensed establishments to check the IDs of all individuals who appear to be younger than 30 years of age. Funding for this program was provided by a grant from the California Alcoholic Beverage Control (ABC) through the department’s Grant Assistance Program. ABC is a Department of the Business, Consumer Services and Housing Agency.
