Moses Soto walked into City’s Recreation Dept. and then began yelling he had a bomb
VISALIA – A Visalia man was arrested last week after threatening to blow up a public building.
According to the Visalia Police Department, at about 3 p.m. on Dec. 18, 49-year-old Moses Soto walked into the City of Visalia Recreation Center at 345 N. Jacob St. at 3 p.m. and began yelling at the employees. During his yelling, he told the employees that he had a bomb and was going to blow up the building. Shortly after making that threat, Soto walked out of the building.
Arriving officers put out a description of the suspect and he was located at School Street and Conyer Avenue. Soto initially refused to follow the officer’s orders but eventually submitted to arrest. He was booked into the Tulare County Pretrial Facility for making a bomb threat and resisting/delaying an officer.

Monday, Dec. 17
At 11:14 p.m., patrol officers attempted to stop a silver Volkswagen for a vehicle code violation. The driver took off at a high rate of speed and the officers pursued. The vehicle yielded near Church and Noble where the driver, 40-year-old Jose Felix Gutierrez, was taken into custody. He was later booked at Tulare County Pre-Trial Facility for numerous charges.
Tuesday, Dec. 18
At 12:52 a.m., officers responded to a report of a vehicle burglary in progress at Dollar Bill Auto Sales, 1234 E. Center Ave. Upon arrival, officers located 20-year-old Jordan McKnight of Visalia actively attempting to enter a motorhome. He surrendered without incident to officers and a police K-9. Upon further investigation it was discovered that McKnight had gained entry to the vehicle and removed property. He was booked at the Tulare County Adult Pre-trial Facility for vehicle burglary, and possession of burglary tools.
Wednesday, Dec. 19
Having a large group of criminals living in one place isn’t the best thing for your neighborhood, but it does make them easier to find for police. At 8:30 a.m. the Visalia Police Department’s Special Enforcement Unit (SEU) conducted a probation/ parole search of apartments in the 1300 to 1400 block S. Central Street, with assistance from agents and officers from VPD Narcotics and Property Crimes Units, Patrol, Tulare County Probation, California Department of Corrections and Rehabilitation Parole, and the Tulare County District Attorney Investigators Office. The searches were conducted in response to increased crime in the area associated with use and sales of narcotics, emergency calls for service, and thefts. Law enforcement agents searched ten apartments before arresting 42-year-old Robert Ruiz and 30-year-old Alyssa Zavala who had outstanding felony warrants for their arrests. Both were booked at the Tulare County Jail. The Special Enforcement Unit will continue to conduct additional details of this nature to reduce crime in the City of Visalia.
Thursday, Dec. 20
At 9 a.m. in the 2700 block E. Cecil, officers with VPD’s narcotics and gang units as well as the Tulare Area Regional Gang Enforcement Team (TARGET) served a search warrant at a residence for drugs. Officers located and seized a gram of heroin, .8 grams of methamphetamine, and a digital scale. Arrested were 32-year-old Jared Andrew Wiley and 31-year-old Savannah Diann Imoto.
