Gustavo Rubio and Priscilla Charris arrested for chasing, shooting at victims near Houston and Mooney


VISALIA – Shootouts are not necessarily uncommon on certain sides of town, but shooting while driving is not common place.

At 2:19 p.m. on Saturday, June 8, patrol officers were dispatched to the area of Houston and Mooney in regards to a possible shooting. The victims advised they had been chased by a vehicle driven by Gustavo Rubio, 19, with Priscilla Charris, 35, as a passenger in the suspect’s vehicle.

During the chase, Charris had fired shots at the victim’s vehicle in the area of Houston and Mooney. Rubio and Charris then chased the victims to the area of Elm and Prospect, where Charris fired more rounds at the victim’s vehicle. No shots struck the victims or their car. No injuries were reported. Both suspects were located in the 1500 block of N. Mooney and were arrested without incident.

They were both booked for Attempted Murder and Shooting at an Occupied Vehicle. At this time, the firearm that was used is still outstanding.

Saturday, June 8

At 3:14 p.m., officers were dispatched to the 1800 block of E. Roosevelt Avenue regarding an assault with a deadly weapon. Upon arrival, an adult female told officers she was attacked by a male and female who struck her multiple times with a baseball bat and their fists. The victim was transported by ambulance where she was treated for minor cuts and abrasions. The victim identified the female attacker as 27-year-old Raquel Najer but was unable to provide a name for the adult male. A short time later, officers located Najer at another location and arrested her for assault with a deadly weapon. She was booked at the Adult Pre-Trial Facility. The male suspect is still unknown and has not been located. Anyone with information regarding this case is asked to contact the Violent Crimes Unit at 559-713- 4234.

Friday, June 7

At 11:08 p.m. a Visalia Police officer was patrolling the parking lot of K-mart, near County Center and Noble when he observed a suspicious vehicle driving slowly in the area. When the officer attempted to contact the occupants, the car pulled out of the parking lot and began to travel at a high rate of speed heading west on Mineral King. The driver failed to stop for at least two red lights. When the vehicle stopped near Mineral King and Demaree the driver, 28-year-old Gabriela Salgado, got out the car and ran. He was apprehended a short distance away. Salgado was found to be driving under the influence and was arrested for DUI and resisting arrest. Upon being placed in the rear seat of the patrol car, Salgado began violently striking her head against the glass partition. Salgado had to be restrained on an ambulance gurney to prevent her from harming herself. She was transported to Kaweah Delta Medical Center as a precaution before being booked for the above listed charges.
