Tulare man sentenced for sexual crimes against a minor, is now considered a habitual sex offender

VISALIA – Convicted child molester James Mills has been sentenced five centuries behind bars for after being found guilty of continuous sexual assault of minors.

Mills was sentenced by the Tulare County Superior Court to 575 years to life in prison on Wednesday, April 3, for sexual crimes committed against a child.

Earlier this year on Jan. 29, Mills was found guilty of 11 counts of lewd act upon a child under the age of 14 and one count of attempted lewd act upon a child under the age of 14. Mills admitted the special allegation of substantial sexual conduct. Each count is a felony and is considered a strike offense.

After being found guilty, Mills also admitted to the sentencing enhancement that he is now considered a habitual sexual offender.

Mills’ crimes were committed between May 1, 2017 and April 14, 2021 against a female victim, who was between the ages of ten and thirteen at the time of the sexual assaults. All the sexual assault crimes occurred in the city of Tulare and the surrounding area.

Mills also possesses a 1999 child molestation conviction, for which he was sentenced to 8 years in prison and was required to register as a sex offender.
