Downtown Visalia trash bin arsonist gets prison time

Man behind multiple dumpster fires in downtown Visalia in late 2023 receives prison sentence, gets third strike and must register as arson offender for crimes

VISALIA – In the aftermath of a fiery ordeal from late last year, Carlos Otero Parra has been handed down a prison sentence for igniting several dumpster fires in downtown Visalia.

In late 2023, the Visalia Police Department noticed an increase in trash bin fires in the downtown area during nighttime hours. Between Nov. 1 and Dec. 13, of 2023, the Visalia Fire Department and VPD responded to a total of 24 trash bin fires downtown.

Shortly after on Dec. 15, 2023, officers from the patrol division conducted undercover surveillance and caught Parra, 40, in the act of setting another trash bin on fire at a location where two recent fires had occurred.

In a more recent update delivered on April 12 of this year, Parra pleaded no contest to three counts of arson of property. As a result, he will receive a third strike, serve a sentence of three years and four months in prison and be required to register as an arson offender.
