VISALIA – Riverway Elementary School parents should have a functioning traffic signal at Giddings Street and Riggin Avenue by February.

Last week, the city of Visalia announced the temporary traffic signal at the intersection is still not functioning and will remain a flashing red light until it can be replaced in early February 2020.

“The signal was originally placed on Monday, Nov. 25 with the intention to make it fully operational on Wednesday, Nov. 27,” associate city engineer Diego Corvera said. “However, the temporary traffic signal did not cooperate as planned and the signal will remain in all red flash until early February when we’re able to acquire replacement equipment.”

Based on current estimates, a new unit should arrive in late January, with the temporary traffic signal set for full operation in February 2020. That should be just in time for the opening of Cal Ripken baseball and the debut of youth softball fields at Riverway Sports Park in March as the intersection has become the primary entrance and exit for ballfields on the southern quarter of the complex.

“While the traffic signal is in red flash the intersection operates as an all-way stop just as any other permanent traffic signal. Drivers are encouraged to use caution when traversing the intersection, especially while the public is becoming accustomed the change in traffic pattern,” Corvera added.

A permanent traffic signal for Giddings Street and Riggin Avenue is currently being designed and it is anticipated to be constructed in the latter half of summer 2020.  The temporary traffic signal will remain in place once operational until the permanent traffic signal is installed.
